Because poverty results from a concentration of wealth and an unequal distribution of capital, conflict theory is probably best at attempting an explanation. Conflict theory originated with Karl Marx's division of society into two theoretical strata: the haves and the have-nots.

Modern conflict theorists, like Randall Collins, who are not Marxists, nevertheless view the condition of poverty to exist where:

1. wealth confers privilige and esteem, and poverty confers low respect,
2. the majority of wealth is in the hands of a small minority
3. technology employed by giant corporations displaces people from jobs, and
4. government cannot supply income supports for the basic necessitites of a descent life.

Merton's strain theory would be a good first step .... explain a little more indepth about what you want and maybe I can give you another theory.
