Arrange the equation into standard form such as:
y = mx + b
where m is the slope
b is a constant that when x is set to zero is equal to what is called the y intercept.
For your standard form
y = -2x -3
Set x = 0 so y = 3 the y intercept is -3.
Make a Column of x values from say 1 to 10 or 1 to 100 if you want....then make a column next tot he x column of the Y values produced by the equation. You can graph these manually by plotting the (x,y) pairs on graph paper. If you have a graphing calculator I am pretty sure you can just tpe in the equation in the standard form and it will graph it over whatever limits of x you want.

Get the y intercept. Thats when x = 0, so y = -3.
Get the slope. Thats -2.
So, draw a line from -3 on the y axis, that goes across 1 and down 2.
