For the most part, the size of the saddle is determined by your backside. The size of the horse determines the bars and width of the tree in your saddle. Your 15 will most likely fit your horse. You will just probably have to buy a longer front girth.

The "fifteen inch saddle" refers to the seat size of the saddle and that fits your butt not the horses back.
The tree size would fit the horses back.
Western saddles come in Full QH Bars and Semi qh bars.
you will need to try one on the horse and see if the horse has dry spots on his whithers after you ride in it.
Western saddles are more forgiving and can take more padding and such than an English saddle.
I ride in a Cirle Y trail saddle with a build up pad in front to fit my narrow whithered Thoroughbred. It fits him fine and has semi qh bars.

When a saddle says it's 15 inches,it means it's a 15" seat,meaning it's meant to fit you,not your horse.It depends on the tree size,and you have to kind of just try a bunch of different saddles until you find one that suits your horse.And if she has a big grass belly,you may need to get a bigger girth,it doesn't really depend on the saddle.Hope that sort of helped a little,sorry I couldn't be more specific!

probaly noy. but it also has to fit you. if grea out of a 15 in- saddle when i was 10. and most likely it will not fit a horse. 15 inch is a pony sixe. you want to look at 17-18 inch saddles

the saddle length has not something to do with the peak of the horse. my horse is 17.2 hands, and he makes use of an old saddle that a 13.2 mare used to journey in. its all approximately tree length and the form of the horse's lower back, withers, and shoulders, not the peak. additionally, the saddle "length" is surely the size of the seat. so a sixteen" saddle is a sixteen" seat. the tree shape is what differs from horse to horse. so for you to get all distinctive sized saddles with a similar tree and that they had all in good shape a similar horse, ideally. (this won't consistently be the case if your horse isn't ordinary to in good shape).
