Whoa, mental Risk with borders that hold and zombies too. This could be fun, but you know they'll expand eventually....
I'd start off with an island like Australia, or if I wanted to expand, The U.S. where it would be easy for me to sweep outward to the north & south. Australia would be a safer bet though.

I'd stay, I loved 'Shawn of the Dead' and think it would be fun, like the Tory cabinet in the 1980s, when zombies ruled the country.
