There was a storm and all power went out. When power was restored it did not - and will not come back on.

Check the reset button on the burner motor. There is usually a small red square button on the side or end of a burner motor. It may have tripped during the outage.
Also, if the cad cell went bad (flame sensor), flame safety will keep motor off if it incorrectly senses a flame on startup.

Is there a switch you have to turn on when you press the reset button

shut off power to motor. then try resetting...again. if that doesnt work pull off reset button and jumper out...and again if that doesnt work I am guessing the motor is shot... OR you have another safetly device not allowing your motor to start...actually that is my first guess... check to make sure all other devices arent in trouble...(flame sensor< over limit temp...)

You can temporarily jump out the reset button to see if this solves the problem
