This is not an attempt to bypass my homework responsibilities! This question featured in the June 2002 "Chains, Rings & Spectroscopy" Chemistry paper - Advanced GCE OCR (UK) which I completed as a mock exam recently. My tutor/teacher agrees with my suggested answer (I don't want to pre-empt your answers!) but is puzzled as to why the question was aimed at halogenated phenols instead of just general phenols. We do not have access to the relevant Mark Scheme.

halogenated phenols are less reactive than general phenols
