I'm assuming you mean an electric wheel chair. That being the case, I keep seeing a lot of those being hauled around on Hitch racks. Those are low enough you can load them using a short ramp. Keep in mind a bumper hitch is only rated for 300lbs unless it's a class five bumper which is rated about 500lbs, best bet would be a frame style receiver hitch, which can go as high as 750lbs.
