I think lip gloss is better, because a lot of people who use lipstick don't use it properly and use the wrong shade. Pretty much every shade of lipgloss can work on anybody, and it makes your lips look shiny and full. I don't really like foundation, either, also because people don't use it right and it looks like a mask. I don't use tinted moisturizer, but I used to, and it felt and looked better than foundation. Lipgloss is good if you already have nice lip color. If you lips are pale, then you may want to consider a lipstick which will give more colour. Bear in mind also, that glossy lips may not be for everybody.
If your skin is even-toned , then a tinted moisturizer is all you need. A foundation is more about giving a more even skintone.

my personal preference is Lip gloss because it's soft smooth and shiny and I prefer foundation because my skin tone is uneven and I find I can't obtain the same evenness with tinted moisturizer. I think it has to do with season too... the colder seasons people tend to use lipstick and foundation and during summer it's usually too hot for heavy things so tinted moisturizers ans lip glosses which are light and airy are perfect for heat.
