I am going to a place where it snows. What are the best tires and what is the maximum best price I should settle for?

I always liked Michelin tires and had good use out of them. You'll need an all season tread to handle the snow, with a 4 wheel drive they'll everything but ice well.
If you invest sometime on-line checking out the local tire stores you can find a good deal.
You can also buy them from Costco or BJ if you have a membership, and have a local shop install and balance them.
Last you can do what I do, and look in local newspapers Saturday sports section, and check out the local and national tire shop deals.
As to pricing it all depends on size and tire ratings, on-line research will answer that question. Being in Miami, Fl I can't help you, good luck.
