putty, ssh -- for Linux.
programs -> accessories -> communication -> remote desktop connection -- for Windows.

Yes you can, you can connect through ether a proxy server or an ananmous proxy server. I would recommend the proxy server if you want to connect to the internet with a different IP address, so that your real one remains hidden.

Pretty much the same way as on any other computer running the same OS as your server.
