I would go with a gift card. Bur she sounds about size 12 or large.

I am 5' 3" and at 160lbs I am between an 8 and 10. Definitely depends on where she carries her weight and her proportions. Difficult to tell. Size 10 might do it.

I'm a 6.5 in shoes so it's hard to get nice ones, it seems you need to be a full size to shop at most stores. Sorta annoying! As for clothes, I can always find my size just not in what I want to wear!!

Well some measurements would help. Two women of the same height and weight can be completely different sizes you know! HTH : )
