The correct answer is: 24.
There were 9 Apollo missions that orbited the Moon, counting Apollo 13 (which [a] flew around the backside, good enough for me, and [b] could be considered to have made one highly elliptical orbit in any case.)
That means that there could have been no more than 27 men could have orbited the moon. But three astronauts were on two of those missions (each): Jim Lovell, John Young, and Gene Cernan. That leaves 24 total. Lovell is the only astronaut to have orbited the Moon on two different missions and not landed.
