Creativity is life!
We are born of an act of creation and act out that creative spark each and every day of our lives. Our different personalities and views of our world are expressions of creativity.
Creativity definitely improves with exercise and practice.... If you desire to increase your creative ability, whether it is expressed in efficiency in the work place or in painting a work of art, taking steps to learn technique and methods opens the way to application. Practice in applying this knowledge increases the ability to improvise and expand on it.

Both. Everyone is born with some innate creativity. Proper training can (and does) improve it for those dedicated.

I think it might have something to do with the things you have had while growing up. Do you notice how all these toys and games for kids are coming out and being invented? With all these, children are going to grow up lacking creativity. Those with less of these toys have a limited amount of things to play with, and have to use their imagination to use them.
