spermicide foam, jelly, etc... with condoms that already have spermicide on them?

Yes. The spermicide that comes on condoms is of negligible amounts anyways. Be careful if you haven't used spermicide before though, it can create a sort of burning sensation.

i would really be careful about the spermicide foam if the condon already has it.....you never know if it may cause one to break.....the jelly is probably ok

yes it is, cause the spermicide on the condoms is not enough to prevent "accidents", so PLEASE consider using BOTH!!
