I'm writing a paper suggesting that a legally blind person can't notice race, therefore would be "color blind". I need a jumping off point, if anyone has any suggestions. Thanks ahead of time.

Regardless of sight, people have inborn or inbred predjudices. Just because someone is blind doesnt' necessarily mean that they wouldn't understand the differences or similarities - as taught to them by their family and friends. Blind people may not be able to see but they can hear better than people who can see. They may be able to tell from the tone or wording of the voice.

However, all people should be "blind" to color.

I have a blind friend who is so talented musically he can tell who in the group is a quarter of a pitch off pitch.
He may be able to tell race from manner of speech.
Just an idea.
