Chav is a derogatory slang term in the United Kingdom (UK) which appeared in mainstream dictionaries in 2005[1][2] .
The term “chav” refers to a subcultural stereotype of people fixated on fashions such as flashy “bling” jewellery (generally gold) along with designer clothing in the Burberry pattern (most famously a now-discontinued baseball cap) and from a variety of other casual and sportswear brands. Tracksuits, hoodies and baseball caps are particularly associated with this stereotype. Musically, chavs tend to like rap, rave dance, and R&B. Response to the term has ranged from amusement to criticism that it is a new manifestation of classism. The term has also been associated with delinquency, the "ASBO Generation", and "Yob culture".

My Def: Chav culture = Lack of culture. Complete and utter disregard for moral, decency and law.
"When you wear your cap proudly,
And flash your bling around,
Wear three sets of trackies,
Beat the geekers to the ground,
When you drink before you're twelve,
Answer to m##a f#ka,
And when the feeling strikes you,
You'll f#k up neewan darka,
You're a true chav."

About as new as teddy boys or mods'n'rockers or hippies or skin heads or hell's angels or any other fad. It may seem like some big statement but they are just fashion victims.
