You don't NEED to, but if you have any doubts whatsoever that you will receive payment, or that a check shall clear, it makes sense not to ship an item until payment is verified. It could save you money as well as product. Don't automatically trust people.

You'd be kind of gullible not to. The person may end up not submitting their payment, and you're left with no option except leaving a negative feedback. Wait for their cash, THEN send.
Why don't more people pay immediately? I send from my paypal the minute I commit to buy, just to avoid confusion and speed up the process. It should be mandatory for all.

No, you don't have to but it is best if you do. If they are mailing a check or whatnot, definitely wait unitl the check is cleared before mailing out or you could have a "dead check" and no product! If they haven't paid up in 5 days or more, send them a quick email and remind them to pay before you ship.
