At the Salvation Army where I live, they hire people and they also have volunteer opportunities to do so. So it's both.

The Salvation Army is a volunteer organization with all money raised going to a good cause. These "bell ringers" are volunteers.

Volunteer. Some church work is paid and others like this are volunteer.

Salvation army out here got people from local temp labor place.
Gives them a quota.
If they don't meet quota the don't come back the next day.
