If I were you I would call animal control & tell them that there is a petstore that seems to be mistreating their animals & you would appreciate if they checked it out. You could also call the cops; or if it's a semi big chain ( the pet store; such as pet land for example ) see if they have a website & look up the main company & report to them that one of their shops is not keeping up with their animals & I'm sure they will do something about it - just make sure you dont call that specific store because I doubt the boss would do anything if he is already letting things get that way. Good Luck though; that breaks my heart to see any animal being treated like that but I'm soon adding another fert to keep my current ferret Rudy company & I cant even understand why people would do that - arg. Ask to see the manager ASAP! If the manager acts as if nothing is wrong call the police and report animal abuse and tell him you WILL call the police if he doesn't do something about it. ( if you have a cell phone pull it out right there to show him that you are serious) This might not happen, but people who don't care for animals might do this......... if you told him you were leaving to go the police he might get the ferret out of the cage before you OR the police get back... just stand your ground. I wish I was there to help you, but you can do it..... if you didn't care you wouldn't be asking for help. I do animal rescue and you have to be that litter critters voice. As much as you probably would want to, you are right, DO NOT buy him as it only profits the puppy mills that these little guys come from. Did you say anything to someone at the store? It may have been shaking cause it was new there and it was scared. If he was scared, that may have been why he was skinny too. Maybe he's not adjusting well. I would say something to them. Tell them you're concerned and if they don't do something about it, then you will report them to the humane society for animal cruelty.

Make sure that after you report them to the Animal Abuse department that you also report them to the Better Business Bureau for selling sick animals, it doesn't seem like it's helpful, but I don't think a business like that should be open if they can't even take proper care of their animals.

Call your animal organization. Humane Society where I live. Report the store, and they'll investigate immediately. Animal cruelty is taken very seriously nowadays.

I would definitely report them to the local authorities! It's sad that this goes on in many pet stores and it's also illegal to sell sick pets!

Call your local animal control, animal warden, or police department and report animal abuse. In most places it is illegal not to get help for a sick animal and considered absuse if help is not given.
