first off, you have to factor in the details. otherwise no one can tell you whats a good price.
-how many people
-how long
-destination
-time of year
$990 for a 22 passenger limo on a night where alot of other groups will want to rent a limo sounds like a good deal to me, so long as you have the limo for at least 4 hours.
if its just going to pick you up and drop you off, and your not doing any partying in it, well then you my friend, are a joke. your life is a series of set up events, just as the lives of every spoiled upper middle class are.
are you seriously going to pay 1000 bucks to rent a car thats WOOP DEE DOO, TEN FEET LONGER than other cars, just to make an entrance into a god damn high school dance?
its a high school dance!
dont even go, rent the limo for 6 hours, buy a few bottles of whatever you like, and a case of beers, and party in the limo.
otherwise, unless your the god damn president, your just a stupid ape in a long metal box on wheels who is paying a premium to look "cool"

An only way to know if you are getting a good deal is to get several competitive bids from various companies in the area.
It is not clear if you meant you'll be getting a streatched limo, or just a delux bus for that price. The price varies depending on vehicle type, time, and distance. If there are any wait time, they charge for that too.

$45.00 seems pretty steep to me, especially when hauling 22 highschool students. Is there another limo service in your area? . If so, I would shop around or tell this person that the $40 is my limit.

It depends on where you live. If everyone around you is rich i guess its ok but some people don't have enough money to pay 45 dollars.. but i guess they wont be getting to ride in a limo
