Christmas handmade dog collar pattern?

I want to make a handmade ruffled dog collar (similar to ones seen in PETCO) with bells. I don't have a sewing machine and would like a pattern, ideas on making a christmas collar for my dog. She weighs about 85 pounds and I have some material and elastic. Just need some guidance.

If you know how to crochet, I found a pattern you should be able to use. http://home.earthlink.net/~yvonnefla/id22.html You can work bells into pretty easily, I think. Or just tie them on after you make it. There are some really pretty xmas type yarns out, this would make a really cute collar.
