I could be wrong but I heard the genome contains the information of all species, only most of the sequences are dormant exept for those involved in the species in question. A human could never be half cat half human, but in a extremely abstract and almost scifi way you could turn on some of those sequences in a human gene that would make a human being more feline. I doubt its possible, a cat is a cat and a human is a human, nature has made it this way. For night vision, the best high tech way to do this would be to impliment nanotechnology into hydrogel contact lenses to allow heat sensor vision. This would not make the human more feline, but it would be a cool gadget.
