Terrorism cannot be controlled. That's what the idiot politicians cannot seem to understand. Terrorism is based on the feeling of not being included, needing power, and controlling others. It's based on an ideal.
The best way to eliminate terrorism is to make it economically unfeasable to allow terrorism. That means including ALL peoples in developing economic prosperity in ALL countries--NOT only democratic countires. Once people find that their lives are better through economic prosperity, they will not allow terrorism to exist.
The Bush administration, being dimplomatically inept and down right stupid about the way people see intrusion in their lives (read, occupation by a hegemonic meglomaniac), cannot understand why the illegal war in Iraq is going so wrong. If they push insurgents and death squads out of a region, help that region develop and become prosperous, then the people in that region will have not reason to allow terrorists to regain footholds in that region.
You cannot defeat an ideal by bombing the hell out of it.

To control terrorism, especially in this country, Government abuse of power MUST be stopped. That means the government cannot invade our privacy WITHOUT proper proof. The more control our government has the more it empowers the terrorists. The less it has, the more the terrorists hate us but they cannot stop us.

We need to identify the people who are funding and supporting it and doing it and isolate and, if necessary, eliminate them. There is no way to negotiate with religious fanatics. We have been fighting these people since the 7th century, and now they are gaining strength again and using the income from the oil wealth to renew the jihad against us and our civilization. Theirs is the only religion that demands that its followers make war on unbelievers.

Unfortunately I think it's too late.
What should have happened is fairness. If the powers that be had treated some nationalities in a fair manner, the citizens would not have built up the kind of hatred they now have.
