If they are leather you can do it yourself by freezing water (using a couple of ziplock style bags) inside the boot to stretch it. Water expands as it freezes, so you will want the bags to be pretty snug inside the boots.

I got someone to help to hold the top of the zip together while I zipped mine up and then slept in them for a couple of nights. They stretched pretty well and I can get them on unaided now!

either get a broom handle n use the top of it to stretch the leather (sounds daft i know and you gotta be careful but it works ) or pack them tight with newspaper for a few days .

You can take them to any shoe repair place, as long as the boots are leather and not a synthetic material they can be streched.
