I know that the answer is x4 + 9y, but I just don't understand why. Can anyone explain the steps to me?

(by the way, the x's in the question are raised to the value of 2. and the x in the answer is similarly raised to the power of 4.

What does the & stand for?
Assunming & stands for an unknown operation

Lets see what happened when we &'d the first two

x came out to be x^2 and y came out to be 3y

so the first term x was squared and the second term y was multiplied by three

Thus when we & x^2 and 3y the same thing shopuld happen

x^2 is squared and 3y is multiplied by 3

thus we get

x^(2*2) + 3*3y or x^4 + 9y

I take it that & means the logical and whicc means that both x and y must be true for the result to be true.

Then for the first statement for x to be true it had to be squared and for y to be true it had to be multiplied by 3. If both x and y are true then the result of anding them together is x^2 + 3y.

Following this rule we would have to square x^2 and multiply 3y by 3 to get a true result if X^2 and 3x are anded together.
Thus you get x^4+9y
