Yes, I imagine it is possible.
I've never done this myself, but a am an average looking guy, and if I was planning to set up a Supermodel Cult, here's what I would do:
- move to a place where there are a lot of supermodels (fortunately, I live in New York City, the center of America's fashion industry - but, if you don't like NYC, there's always the other big fashion cities around the globe - Milan, Paris, London, Tokyo, Cape Town, Rio de Janiero - take your pick)
- spend a lot of time in places where supermodels go (get a job in the photography business, or at a fashion design comany, or at the office of a modeling agency, or at a bar that fashionistas hang out at, or a plastic surgery and/or eating disorders clinic ect) you could just hang out there - but it might look a little creepy, if you WORK there, you have a legit reason to be there
- make sure the models know you are NOT GAY ...remember, most men in the fashion business are homosexual, you will stand out because you are not gay and the models know you like girls
- understand model psychology... like most beautiful women, most models think they are fat and ugly, and desperately want people to tell them they are pretty. Play into this - give them praise, but make them EARN it... and be quick to belittle them for any minor slight (DON'T BE OVERLY NICE TO THEM pretty women in general and models in particular do NOT respect nice men - they'll love you as a friend and appreciate you, but they will not respond to you in a sexual way!)
- OK, now that you have the phone numbers of a whole bunch of models programmed into your cell phone, you're ready to start your cult
Pick a set of religious beliefs that models are likely to subscribe to - models tend to be new-agey, probably because they spend so much time in gyms and diet programs and that ideology is very common in those settings.
Make up a theology based on the idea of inner beauty being more important than outer beauty, and that beautiful people owe a debt of thanks to the universe due to their wonderful appearance (and make sure that they fully understand that their body debt to the universe is payable only through YOU)

It has nothing to do with looks and all to do with personality. If your magnetic, with confidence, and a idea that the supermodels could buy into, then a cult is born.
On an interesting sidenote, the easiest way to get someone out of a cult is to have them fall in love. Cult leaders are usually power-hungry control freaks; certain people fall for it and experience the same effects of being entranced with someone.

If you are rich and powerful, it doesn't matter if you've got a face like a toby jug, you'll attract beautiful women. Look at Hugh Hefner. He won't be winning any beauty contests any time soon.

but what a surgeon can't give you is the personality and magnetism required to make up for any lack of money you don't have to support the cult.
