It may depend on where you live. I know at certain times of the year, there may be drought restrictions placed on water usage where you live.
If that's the case, it may include use of a hose to wash a car.
Most good car washes recycle their own water, so they'd be exempt.

That's the kind of thing that is governed by municiple by-law. Therefore, it depends on where you live. Check with your city. It may also be governed by time of year and other factors.
In my city, from May to September when water restrictions are in effect, those with even numbered addresses may do it on M, W, F and those with odd numbered addresses may do it on T, Th, S (along with other water hose uses like sprinklers and garden watering).
If we go into a drought situtation, we're further restricted to one day a week and certain hours (7-9 am and 6-8pm) for lawn watering, and car washing in your driveway is then not allowed.

It is possible that your neighborhood association, apartment complex or subdivision restricts this either because of the activity and/or the water usage or runoff. If so, you agreed to it when you set up residence there and they can hold you accountable because you authorized them to do so. I wouldn't want to live there - not that my car would be any dirtier that it already is. I would probably use a local car wash or a bucket and rag if I had a small spot to clean off. The local car wash probably recycles their water as mentioned above, so I would go when they replenish their water because recycled water gets more and more corrosive as it is reused.

You'll be told to move along very quickly if you try that on. Car washes are for cars and the water is cold. Take a few buckets of warm water outside in the yard and wash your dog and rinse him off at home.

not that i am aware of...but where i live we do have water shortages and you can only wash cars with a hose on the grass certain days a week....if your caught washing in the driveway you can get a ticket....

Depends on where are in the World. If the country you are in suffers from droughts and the water levels from your reserves are low, then most likely yes (ie australia).
Best way to find out is ask your local council.
