Top C is the one above the stave (two ledger lines, and two octaves above middle C).
When you hear singers talking about top C, that's what it is.
I'm not sure about high C though. I've never heard that before. Maybe it's the one an octave above middle C.

Middle C is know as C4 an octave above this is High C or C5 and next octave up is C6 and so on. same goes for below the middle C. One octave below middle C is C3. I'm not sure if this is internationally recognised but i have read books containg this.

A C5 is the 5th C on a piano. Starting from the bottom (far left, usually an A on a piano but often a C on an electronic keyboard) All other notes also follow that pattern.

There is no such term as I know of. And I would just refer it to as an octave above middle c...
