A Dual Layer DVD is basically two DVDs stuck on top of eachother and the laser is focused firstly on the top layer.
Then the laser is refocussed, seeing THROUGH the first layer and reading the information below.

A dual layer DVD contains 2 distinct surfaces that can be used to store data, effectively doubling the storage capacity of the DVD. The first layer is "transparent" to a certain frequency of light, allowing the second layer to be accessed by a different wavelength of laser energy, so that both surfaces can be written and read.

the single layer DVDs can hold a little over 4 GB of data. dual layer DVDs hold twice that amount of data (9 GB plus). :)
