Reborn Hero does not "regenerate". Ever (unless another card says it does). Regeneration is a special MtG term for a specific creature ability. Reborn Hero does not have that ability.

This is what Reborn Hero does have:
Threshold - As long as seven or more cards are in your graveyard, Reborn Hero has "When Reborn Hero is put into a graveyard from play, you may pay WW. If you do, return Reborn Hero to play under your control."

While Wrath of God does prevent Regeneration effects, this is a return to play effect and is not prevented by effects that prevent Regeneration.

Its says right on Wrath of God "Destroy all creatures. They can't be regenerated.". The old ones say "Bury all creatures.". Bury means "Destroy [whatever the target is]. It can't be regenerated.".
So no. Nothing can ever be regenerated in response to Wrath of God.

The guy below me is right. Wrath of God will resolve and Reborn Hero will be put into the graveyard. Reborn Hero's controller can then, if he or she has Threshold, pay the WW and return Reborn Hero to play.
