None of the above are correct. William suffers from post traumatic stress disorder (of which panic, disassociation, and phobias can be symptoms of). Even though William was not injured and even though he does not consciously remember the incident, his subconscious is reacting to it.

b. It can't be panic because he isn't responding. A phobia is when something frightens you, bipolar is depression, and dissociative disorder is when you're trying to distance yourself from something, either consciously or subconsciously. Definitely b.
