If all is turned off IE. water and heating by the programmer and it blows when the supply is switched on then the cable into the boiler is burnt esp. if the fire front has lights on or like the old ones electronic spark ignition for the pilot and gas fire. If the fuse doesn't blow at this stage then turn only hot water on, if the system is fully pumped and the fuse blows now then most likely its the pump. If its a gravity system for the domestic hot water and the fuse blows then once again look at the supply cable to the boiler. If all is well at this point turn the central heating on, if the fuse blows now then its the pump. Important use only a 3 amp fuse to prevent damaging the programmer.

your boiler has a electricity problem , the fuse just "say" there is a problem and doesn't fix it try the inner element electrical connection's.

it's short circuiting some where. i'd get a plummber or something to check it out as it could eventually get dangerous.
