I used to have that game. If you need a full set of instructions, I can't help you but it looks like you can buy them here:

If you want a general idea of how the game works, I'll give it a try. The players start at the hotel ("the arms") and compete by racing around the city picking up these cards worth points. There was a particular order to the points cards so that the four or five that were in play at any given time generally corresponded to the clock. Every player began his turn by pressing the clock. All of the cards had 'times' at which they expired so if you weren't fast the card you were racing for would expire and be removed. The strategy was basically to do whatever you could to grab the 4-point cards, jumping on busses or taxis etc. The game wasn't all that fun, really. It was kind of humorous in a rebellious, crude kind of way and the art was done by a Mad Magazine artist but it was a little too complicated for its own good (people always seemed to forget to hit the clock).

That's a fun game. I don't know the rule (don't have it), but you have to go around to various businesses to collect points. Businesses open and close (you punch a clock, and draw cards to see what's open and close).
