23 and 32 what? Are these diameters of a circle, or lengths of two sides of a triangle, or rectangle, or the side lengths of two different squares?

Perimeter of rectangle=2(l+b)
=2(23+32)

This is not right.
You must mean a rectangle 23x32. and you do need units, say it is a field that is measure by me or you or some one, using a yard stick.
If I walk around it I would have walk the Perimeter of this field or ground, if I were to fence it, so that my dog does not run and chase every one then I need the amount of fence I need to buy.
So it is 2x(23+32)=110 yards.
If I had use foot rule, then 2x{(23x3) + (32x3)}=330feet.
But if it was a table and I measure in Inches then.
2x(23+32)=110 inches.

If it is 2 circles one 23 dia and one 32 dia
Perimeter =22/7 x dia. or 22/7 x 2 x radius.
then 22/7 x 23 =72.286
and 22/7 x 32 = 100.571

well if its of a rectangle then you just multiply the 2 numbers by 2 and then add them together:
46+34 = 110
oh and if you have units don't forget to add those!
However, if these numbers come from a different shape then you will have to use a different equation. We need more info.

First you give correct information. The answers given are based on the assumption that you are referring to a rectangle. In your exams, the teacher would not like to assume anything. He/ she may reject your answers straightaway. So take care of this aspect.
