Well, the virus vault's work is to store a detected virus in such a place that it remains isolated from the rest of the Operating System. When an anti-virus detects a virus, it tries to heal or correct it. In case the healing fails, the virus is sent to the virus vault, where it stays, occupying some hard disk memory but isolated from the OS. But you can completely get rid of the virus(remove it permanently from your computer) by emptying the virus vault. Doing so will make the anti-virus to completely delete the virus. So, its perfectly safe and not at all bad to empty the virus vault. But you must click on the EMPTY button and NOT 'Restore' button, otherwise the virus will be re-activated and the anti-virus will ignore it future.
This is my 1000th answer. Hope its good! :-)

it does not really matter. once the virus is in the vault it cant get out. the vault can be useful if you keep getting the same virus back so you can try and find what is causing it.

Yeah its not clear.
"Empty Virus Vault" implies an action to put the viruses free back on to your hard-drive to wreak havoc again.
However i think this action actually delete them. Good question though.

If you're happy that what has been quarantined is a virus, not a false alarm; if its been there for a few weeks and your system runs ok and all your programs work, then there's no real reason to keep it.
