Popup blockers will only stop web based popups. They can help somewhat, but if you are getting excessive popups, and popups even when you are offline, it means you have trojan downloaders on your machine that are calling out to deliver the pop up ads.

Try a full cleaning and dis-infection routine.

This is the one I use (it will take some time).

1. Scan for virus and remove (free online scan) with BitDefender

If you are using an older version of Windows (pre XP-SP2) you may also be getting "Messenger Service" popups which are caused by Microsoft leaving the almost never used Windows Messenger Service enabled by default. This was corrected in Windows XP- Service Pack 2.

Understand that the Windows Messenger Service is completely different from, and not in any way related to, "MSN Messenger", "Windows Live Messenger" "yahoo Messenger", or any other well-known instant messaging system. Therefore, disabling the Windows Messenger service will have no effect upon your use of any other instant messaging applications. They will continue to work without trouble.

Pop ups are a sign that your PC may be infected with adwar/malware. Use these scans below to clean it up.

All of these are ones that I personally use and all are free.

You can consider downloading Firefox, which is the leading competitor to Internet Explorer the Internet Browser you are probaly using and comes standard with Windows.

Is completely FREE and was developed as an Open-Source program which means everyone it is open to be explored and played with by the community and therefore some would argue it is better.
Also firefox has been proven as a safer and more innovative way to browse, by implementing features such as pop-up blocker and tabbed browsing earlier and always rolling out new stuff.

You can get a web browser (such as Explorer or Mozilla Firefox) with a pop-up blocker. You may also want to run a Spyware program and delete any spyware on your computer because they cause a lot of pop-ups.

The adaware posts are good for spyware but that isn't what you are asking for.

You want a good pop-up blocker.

12 Ghosts is EXCELLENT. It is also FREE.
Tucows has rated it 5 cows out of a possiblity of 5 cows. You can't get any better than this and it free.

I suspect you have lots of adaware on your machine. Here are a couple of steps that will help you.

Download Spybot from http://www.safer-networking.org/ Update and run it. It should be safe to delete everything if finds. Then download Adaware from http://www.lavasoftusa.com/software/adaware/

If you are using IE click on Tools, roll over pop-up blocker and click on turn on.
