When I was waiting tables in college I noticed this big time! (And the sample size was large enough to see that trend).

I work with a guy from India, and I asked him about this once. It was a while ago, so I don't remember exactly, but if I recall correctly, in India waiters don't necessarily get tips because they make a living wage. If they are tipped, it's because they provided exceptional service. It's not like in America where waiters get paid sh*t because they are expected to make tips. HOWEVER I think it's a little silly to use that as an excuse when it's a well known fact that here in the US, it's kind of expected to tip for good service.... Hope that helps.

Cultural differences. Indian and other middle eastern countries don't tip waitresses or menial labor.

I think it's because in their country they are accustomed to the woman waiting on them hand and foot. I know what you mean. I used to waitress, too.
