It's actually a phrase taken from the ancient Welsh tome entitled "Clyyg far Shyyrlllmn". In this tale a prince, in the year 1126, wishes to marry a fair maiden. In the customs of these great Welsh folks, he had to be chained to her for at least a fortnight to be assured his choice of bride-to-be was clearly "The one". Nowadays, we've shortened it to saying he is "linked" to someone, as in, the links of a chain...

I'm only guessing here, but I think that the prince has a girl who is promised to him in marriage but she is too young to be in his household as his wife legally at the present time.
