Is the phrase "Taddle tail" a way of encouraging kids to stand up for their friends, later on devloping in to loyalty toward their fellow man?

It's "Tattle Tale", it's when kids tell on other kids for doing something wrong. The kid doing the "tattling" is most likely looked down upon by the other kids.

Ex: Cindy sees Bobby smoking cigarettes during recess, Cindy tells a Teacher what she saw. Cindy is now considered a "Tattle Tale"

That's kind of a sideways thought-A tattle tail is a nark since I was a kid in the 60-70's. ie-telling a "tale" to get someone in trouble that might otherwise have not been caught-which could be good or bad of course! Not being one is good....is that what is ment?
