Is your power supply up to the task? it doesn't sound like it. Here is a list to help you decide.

HDD--------------------------------------------------- 10 to 30
CD and DVD drives--------------------------------- 10 to 30
Add all of your components and compare to your power supply.you need about 50 to 100 watts more than your components use.

Yep, sounds like your power supply is overloaded and you need a higher capacity one. This is especially common for people upgrading to high-end PCI-Express video cards (which draw a lot of power)

Sounds to me like your power supply is not up to snuff. if you have a 300 watt go with a 350 or 400 watt.

Try booting in safe mode, if that works you have a driver problem.
If that does not work you may have a bad power supply

Check for a short, if nothing is obvious, unplug everything except the hard drive and try to start, then conect one item at a time, and see where your problem is
