It's the the top floor of a hotel... and/or any apartment (s) that are offered on the top floor that are luxury apartments. They are best because of the view from the rooms from really high up of the city below.

A penthouse is the living quarters on the topmost floor of any tall building. It doesn't matter if the building is an apartment building or a business.
