In this context, it refers to testing something out. I often hold a "pilot" (or sometimes called a "beta") class the first time I release a new course. That is, the students and I are testing out the new courseware and we all play a part in capturing plus/delta (what was good and what should change) data during the test (pilot) of the program.

If something is being piloted with respect to questions or test etc it means that it is being tried out for the suitability and accurateness of the said work. For example are the questions ambiguous, could then be misconstrued, answered incorrectly because of a double meaning, etc.
