This is not a sentence it is a phrase, what about the preparatory work? there is no verb, just a subject Prepartory work and a clause that describes the term. What they are talking about is thinking that is done before you do a job or solve a problem in which you think about what you need to do and all the things that affect it.

I am not exactly sure but here is my take on it.

Preparatory work on a problem means research the problem
Focuses the individual's mind on the problem means to narrow down the facts to just a few ideas
explores the problem's dimensions means to take each fact and explain each fact giving solutions that would help solve the problem.

Like I said I am not sure if that is correct but that is my take on it. I hope it helps.

Preparatory work means work done before hand, "prep" work, something you find out before you start.

So, it's work you do beforehand that will help your mind focus only on the problem and each level ("dimension") of it.
