I'm sorry. I meant illegal activity! Excuse me! Please grow up! this is not about smoking weed or being pulled over! Umm please read! I said the car was parked! If anyone has any intellegent advice please let me know! Thanks

it's a free country so he can walk wherever he wants.. whether or not he can make an arrest is another issue..

He can approach and report and illegal activity to the police in the jurisdiction, and even hold a person until the local authorities show up.

If there was no legal activity, it was illegal and they have the responsibility to report it!

Anyone, civilian, police, whoever, can investigate a suspicious situation, and even detain a person till valid law enforcement arrives.

If he had no probable cause (no illegal activity)... sue the pants off him... a perfect situation for a civil action.

you think just because you cross a county or city line that suddenly you're home free and the cops can't touch you?

cops can do whatever they want, and there doesnt need to be even the slightest HINT of illegal activity. suspicious activity is enough to get you pulled over, searched, etc.

Anyone can approach anything they want to at anytime if it's in a public area. Of course, anytime there's "no obvious legal activity" it's human nature to want to walk up and see what bad things you're up to.

Well. If it was obvious there was no "legal" activity....I would say it's his duty.
