If all are OK, remove the casing and you will find a white plastic covered wire connected near the CPU Fan which is known as the AT Power Supply Cable.It has just 2 wires stretching. Remove it and then Power On your Computer. It should switch on but will not boot up Keep it on for 1 minute and then, switch off the power, plug in the cable and now switch on and it should work fine.

Well i`m not in computers but what you say is the same that happen to my computer six month ago... I'll tell you that it was the "disco duro" hard drive that burns or something you better do something fast before it gets broken forever and you won`t be able to take back all that information... by the way how old is your computer mine is two years old.
PD: Ah! and also might be the way you treat it, for example i live close to the beach so the environment is salty (bad for electronics), always take care of him please and give him a good temperature, i learned it in the bad way Chao!!!.

I don't think this is a monitor problem. It sounds like a problem with your hard drive.
But check the monitor and cable with a different PC to make sure.
Do you have a CD in the CD drive? Perhaps the system thinks you are trying to boot with a non-bootable CD.
If this is a HD problem, then worst case you need to reload your image.

If you recently did anything with your RAM or CPU you need to make sure those things have been reinserted properly.

Sounds like the cable between the monitor and your pc if you get no other warning messages then i would replace this to see if that is what it is
