It can be one of many things.

A) The tubes of the internets are clogged. Try doing some gambling to clear the tubes (courtesy Ted Stevens)
B) You have spyware / virus issues which would be slowing things down (the scanner would be checking to give you popups etc)
C) Your ISP is having a routing issue and would need to fix it.
D) Your DNS is having issues, try using OpenDNS(.com)
E) You are having line issues on your connection. You might need to contact your ISP re this.

I hope this helps :)

Could be to numerous things.

1) Your ISP (Internet Service Provider). Connection like DSL will be your dedicated connection at home so you don't share bandwidth with your neighbors. Connection like Cable Modem, you will share bandwidth with your neighbors. So the more neighbors that are online and doing bandwidth intensive activity, the more slowness you will experience.

2) The server you are accessing on the internet. The server that you are accessing may also be on heavy load during the time of the day, so response times may seem slow.

It's not certain days, it's certain times and it is governed by the amount of traffic on the relevent servers. Pick a time when you think everyone is in bed and you'll be amazed at the speed.
