Increase in mutation rate from environmental mutagens, or better medical care of people with genetic disease?

It's been suggested that both increase the frequency of individuals with recessive genetic disease. Which factor will have a bigger impact?

It depends on when the genetic disorder appears and it's affect on reproduction. Having children, that is, passing on the recessive genetic mutation is the key factor when assessing impact. The answer is, which ever has the greater impact on the species ability to reproduce.
