Some dealerships maintain records of the cars they service, and can search for records using the VIN number for the car. This only works if the car was serviced at a dealership, and is not available on the Internet. I doubt such information is available at all on the net unless the previous owner made a web site for it.

You can also look at Carfax and get a Carfax report to see if any major issues are recorded, but this is generally title and accident info.
