The changing brightness of your lights (even to the point of blinking) is caused by voltage dropping or surging. Sometimes this can be caused by other (usually older and/or motor-driven) applicances in your house coming on or turning off. Do you have an older fridge or freezer in the basement? The compressors in these units can cause this.
If the wiring in your house is 14 guage for light circuits that also have outlets with appliances plugged into them, you will be especially prone to something known as "voltage drop." Try unplugging appliance to see if the problem goes away... and if it does, consider plugging the appliances into other outlets or getting an electrician to run a few new 12 guage circuits for your appliances.
The source of the problem could also be your electric company. Have you checked with neighbors? If they see the same thing, then its time to call the electric company and complain. The fluctuation of voltage is not doing any good in prolonging the life span of your expensive electronc equipment, computers, stereos, and appliances.
Meanwhile, investment in a dozen or so small cube-sized surge protectors... even to the tune of a $100 or so, to protect your refridgerator, TV, PC, etc. is a good idea. They are not just good for PCs.
Alternatively, an electrician can install a whole-house surge protector for about $500 (depending where you live)... this includes the unit itself which is about $200 and connects directly to your main breaker panel.

If all lights in house are affected then one probable cause is a loose neutral connection at meter or line side of Distribution panel ,possibly caused by Trees hitting wires. In a 3-wire system a loose neutral can cause many strange things .This should be checked out by qualified electrician.

could be a loose wire from the circuit breaker or elswhere in the circuit.
a loose neutral(white) wire in the panel, or elswhere in the circuit.
or even a loose or oxidized conductor from the utility.
possibly an old power draining appliance.
a good electrician should be able to locate the source of the flickering lights in about and hour.
