If you are handy with a welder you could rig something from a pontoon/metal frame river fishing set up. You would want to include an electric air compressor.

Rokon makes a 2 wheel drive motorcycle that floats on water. Yes, you read right - Front wheel drive. Put on a couple of outriggers for stability. Here's a picture of it floating.

Honda ATC's, when they first came out, if you put enough air in the balloon tires (tires like on quads of today), they would drive and float on water. When they upgraded to suspension, I think they were to heavy. Search the web for "honda atc".
